Not a Gamefront banning problem, is simply due to the file not being on the servers.
Probabbly due to low download rates.

I would expect these to be included in DBW/Ultrapack/BAT, at least mostly.
A quick check in UP3.4 shows pretty much the same pits, only the Ki-84 background texture seems to differ.
