What is the UP Switcher? Should I be using it in DBW?

The first time I tried to use DBW it was a choice in the UP Switcher and now it is gone.

I have never been able to get DBW to work. It would just not load. UP3 works just fine but I've had no luck with DBW.

I've been through all the suggestions here in the forums and nothing works. Many re-installs etc. Very frustrating. Is it UP Switcher?

The last thing on one attempt was a Russian version of 4.09!?!?!??!?!??!
