If you could get the guy that put the carts behind the horses, and the guns behind the trucks and got them to pull them, you could put the TUG out in front of the barges, or right up behind them pushing.  I do it as a stationary setting on some of my missions in port and harbor settings, but mainly rivers..............

Hi, AG-51 Hoss. You mean SAS~Epervier. I think that solution could be made to work. He's definitely the person one should ask. I'd use them in a nanosecond. This was an excellent request. Extra immersion/plausible eye candy is always welcome.

                     I am too technically challenged to send you images, but from an unmodified objects file from DBW 1.71, the objects are as follows:

(these were in the original game ; in my dream world, someone would also separate them from their cargo , and add a menu in the FMB to put various cargo selections on them ... I know , I know)
