Ok I checked in 4.10.1 SAS Modact 3.06, all is fine with the opening of the gear of this plane. This means that you have  a conflict with another mod.
1) rename the folder from I-153 Skis to !!!!I-153 skis, so it will load before other folders.
2) Check if you have mods install;ed that modify gear behaviour (damage gear, etc...)

Desactivate all mods installed through JGSME (If I remember well DBW came with a number of such mods)  and reinstall them one by one, checking each time the gear of the I153. The aircraft itself is a simple mod - no special command required

Only 1C743A08FA46E75E will remain in the hash name.

The hash from 09/05/2012 must be left.

your solution did the trick..
You just have to delete the 1C43A08FA46E75E file, rename 1C43A08FA46E75E 410 to 1C43A08FA46E75E
and it's perfect...
