toeng.bat but everything still in russian 95% freeze on load screen

Fresh install.. 3 times now, hit the toeng.bat & bam.. everything is still in russian, all three times. Is there another way to covert to english? I used the search here, & a billion things came up non-related to my problem. Google search yield same epic results.

Hi,

My PM's are turned off.

Now all of the sudden, it shows in english. But 95% freeze on load screen. What was the fix for that again?
