I have some questions, which link should I download?

The first one which is cuted by a line says version 1.3, and the link below it which is not cutted is version 1.2 I believe, also the skin folder download doesn't work for me and there is a 1.3 Hotfix by SAS Birdman, which links should I download and in which order should I install them? :-[
