Views in which the subject is nearby, and when the DOF is shallow, can very much make it appear as though one is examining a miniature. Like 1:48 small! A couple of good examples of this effect appear above. Too shallow a DOF is very strange looking.

Some thoughts...

To simulate lens aperture varying with scene illuminance, the blur should be larger at night, when a wider aperture delivers shallower DOF.

Make the 'strength' of the effect scale with the FOV setting. At given lens aperture and subject distance, the more you zoom in, the larger the blurring. As a baseline...  At FOVs larger than 70-90 degrees in daytime, only when the camera is within a couple meters or so of the subject might any notable background blur be seen. More typical view distances of tens of meters, with wide FOVs in daytime, should have little if any blur applied.
