If you got problems like this you need to check two things:

#1. Static ini entries

in this case as you say the objects are listed in the FMB which means that the entries are in the static ini

#2. Folder structure

in this case having the objects listed but not appearing automatically means that your folder structure is wrong, it must be something like this

#SAS\MODSFOLDERNAME\3do\buildings\...

The "modsfoldername" is free to choose, everything else is fixed, different modpacks use different folders for mods so in cup you put your mods into a #WAW folder instead of  #SAS, etc

Never mind. This isn't the map I was having trouble with. It was the Channel40 map, and I fixed it by downloading the update for it.

I tried loading this map in the map-making FMB a few times and always got a crash. Does anyone know why?

I can load my own maps with a similar size actors.static with no real problem. So the crashes are caused by something else.

Solved. Issues with map_c, labels.txt and map_r.

buildings.Plate$Wag_RoadPlate2sk_Road_X give a link to the object if not difficult for you

This is by far the buggiest map mod I've ever tried. I use SAS Modact 6.3. At first the maps won't even load in QMB nor FMB, because of a load.ini error. There seems to be files missing in the download package. After a little fiddling with the load.ini's the map finally loads, but a LOT of 3D objects (buildings) are missing.

If you want to build your own modpack based on the latest SAS modact you really need to know what you're doing.
I didnt install this map but in this case you probably need the original CanonUK English Channel maps since this is a revisited version of those maps. I'm not sure where to get those maps as a single download, I got them by adopting the DBW sfs files into my modpack.
