What is map_R?

What means this line in map's load.ini file: ReflMap = map_R.tga ?

map_R is the Reflection map.
I experimented a bit with the Winter Moscow map_R but see no difference at all.
Wether I change the contrast/brightness or editing the alpha layer.
When comparing some map_R's I noticed that the transparency is only there were water is like rivers, lakes and sea.

Neither I see a difference when I delete the alpha layer of map_R of the Crimea map.
