You have a K type CPU and a gaming motherboard, what more do you need for overclocking?
Besides that, there is no such thing like CPU drivers.
You might have found customized Chipset Drivers which override some limits intentionally implemented by the motherboard manufacturer (like base clock speed or core voltage limits).
As long as you don't have an engineering degree in electronics, all you can get from such tools is a closer date for your next motherboard and/or CPU purchase.

But that's all just off topic.
Let's see what your installation procedure shows.

Anyway...

I think I see the culprit:
For whatever reason, you have the il2fb.exe for a modded game in your IL-2 folder.
But your game is not modded, it's stock.
That way IL-2 cannot run because that il2fb.exe in your game folder needs another DLL to be used alongside (usually the good old "wrapper.dll" for that outdated il2fb.exe version) plus you need to have it running on a modded game, i.e. it must have "FILES" and "MODS" folders with corresponding content.
Long story short (the part above is rather historical, better forget it):

I would want to believe, however Part 1 alone will fix it 99.999% sure, and it's such a massive impact on the game that there will be a change, one way or the other.

I can't help it, maybe you want to get in contact with GOG support, at least you might get your money back.

Really, at that early stage nobody failed before.
And we don't play IL-2 since yesterday, and we're not just a handful players either.

If you want to dive further into this (but there's no hint that this might lead to a solution), you could grab the ProcessMonitor from Microsoft's SysInternals and trace the il2fb.exe process while it's running, this would show which files are being accessed, which registry keys are read etc.
If you would provide that log, we could compare it to ours.

I'll code a C++ dll which will hook to the il application when it boots up, and catches everything the application tries to do. - Or do it your way.
