is there a program that lets you view skins on the aircraft with out having to boot up IL-2? That would make skinning a lot easier.

Sknil has the ability to load aircraft hier.him files (you will have to extract the planes' 3D from IL2 first) and apply skins to them.

You can load in a HIM, then click on Render->Texture Browser. This allows you to replace any texture with anything.

I ran into a small problem, I don't know where I can find the .him files

You can use it with mods that contain the Hier.him file.
For objects "stocks" ...

For stock objects you extract the aircraft files from the original archives using SFSExtract.
