Video settings reset to default when I try to change them

If I try to make changes to my video settings in-game, as soon as I apply them the game CTDs and goes back to the Il-2 selector.  If I make changes by editing the conf.ini, the changes are reset as soon as I start up the game.  What is the correct way to change my video settings so this doesn't happen?

After applying settings to conf.ini, go to conf.ini properties and change to read only. Note that you must go back and uncheck the read only box if you want future conf.ini changes to stick......... then reset to read only again after making new changes.
