Finally got to bottom of this.  Not anything to do with BAT.  Its my wonderful Windows 10 file system.  I had moved BAT and vp modpack from one PC to another via LAN and some of the file permissions had gone nuts, even as administrator.  Got sick of playing with permissions, etc., nothing was fixing the odd file access denied issues.

Had to delete bat and vp modpack, uninstall il2 1946 steam from old, reinstall via steam on new PC, copy it to new bat and vpmod directories, copy bat and vp modpack download files from old pc, then go through install process for both.  BAT can take awhile, due to windows file system nerdiness.  It cleared this issue up and others.  Oh how I love MSW.
