Disclaimer: I'm completely new to IL-2 1946.

I want to fly the Hampden on some missions but as it was only created relatively recently there aren't any missions created for it. Are there any dynamic campaigns that I can use to fly it or will I have to create my own missions to be able to fly it against enemies?

I don't know of any published campaign yet, mission editor is pretty easy to use so have a go

You can fly any single mission with your Hampden by going to the panel at the bottom of the screen where it says what aircraft you are going to fly and substituting a Hampden for whatever is there. This is not recommended for campaigns because it can stop them working properly. There is a campaign called Lancaster Tour of Duty which I fly as a series of single missions using my Hampden instead of the default Lancaster.
