Help, No new maps will load

When I run the stock maps, all is well, but when I try to load ANY map that is a mod. I tried disabling all JSGME mods, clean install. Maps I installed weeks ago that are mods load fine, but recent mod maps won't work. I get the load error.ini thing. 4.12.2 ModAct 5.3 AI Flyables, please help.

When you want to post only the relevant parts from the log
