It is a pain in DBW not to be able to access the load.ini's of maps, but if you think of it as the "standard" game with all the maps tucked away in SFS it makes more sense, remember the massive load times we had with huge Mod folders back in the 4.09 days
Now if you want to modify a map I find the easiest method is to use 78thFG_WindWpn's CLEAN DBW Modding JGME Packs as a base to start from

You can then mess with/add maps to your hearts desire and any hiccups will not spoil your original DBW install. A good place to start is VPmedia's

This will give you 48 modded maps with the load.ini's accessible, just drop this into your new #DBW_MOD_Maps folder in jsgmemods Folder, and then activate in JSGME. It is simple to de-activate and make adjustments, and this will always take precedent over the files in your game or in your #DBW folder. I then add any new maps in this way, It is easy to have many versions of the same maps just put a - in front of the Map folder.
For instance i have 3 versions of the Crimea map, in my Maps folder, it looks like this
Crimea (active )
-Crimea1 (renamed with a - and added 1 for reference, not active)
-Crimea2 (same)
to switch I just edit the map name back to standard to get the one I want.
Soon you will have a Mapmod folder with loads of added maps that can be fiddled with in the old way, but easily de-activated in JSGME if you mess up, and you are back to functioning stock DBW
