Rheinland Map Forest removal .... how?

Hi.I want to edit the Rheinland map; in\data\graphics\LANDSCAPE_Rheinland_su.
A forest is in the way of a canal to be inserted, and cannot be removed with Surface Edit alas.

Now there's a file called forest_map.wtr.
Is there a graphic editor for this .wtr format, or am i too simple minded? Thanks.
