Sure, easy fix: Buy yourself a quantum supercomputer.
What exactly do you expect to happen?
The more planes you offer on the more bases, the longer it takes for the game to distribute the list of available planes to all classes, airfields and clients.

Further HF 20 WIP news.
Maybe it's just me, but from my experience, we have an ongoing annoyance throughout each and every IL-2 version I've tested so far, which is: Planes don't spawn in the chosen formation as defined on the mission.
They seem to always spawn in Echelon Right formation, no matter what.

HF 20 will have that base covered (and yes, it's been tricky to get this right):
