I have uninstalled my NortonLifeLock  keeping my settings and password saved and still my 4.12.2m freezes and then crashes in Steam...

I'd recomment checking the Windows Event Viewer and in parallel, look for "hs_err_pid<xyz>.log" file(s) in the game's root folder (contents would be interesting if such file exists and the timestamp matches a recent crash).
Now that there have been a few ten thousand players before with no such issue whatsoever, it must be something very special on your end...

I did not find anything like or similar to "hs_err_pid<zyz>.log however I did locate the error my windows event viewer and posting the general and detail view of the event.

Also with the high eye candy conf.ini posted on the BAT RED Core 4.0 thread any water body is black.....if I replace them with the stock conf.ini I get back water bodies....

Solved the issue of Black water bodies by making necessary changes in conf.ini suitable for AMD graphics card. Yet to test with Stock selected on IL2 Selector 4.0.....

That sounds familiar.
I'd recommend using an older version of the AMD driver package. Latest ones have changed the OpenGL part significantly and broke a lot while doing so.
What's a bit odd is that you said 4.15 was working.

There is no difference between the different game versions in this regard.
While BAT is using HD DLLs which could theoretically cause all kind of graphics issues, at least the Steam version should come with defaults, and these defaults are exactly the same like the ones used in 4.15.
The only thing I could think of is that your 4.15 game uses different settings than your 4.12.2 versions.
You seem to work with conf.ini, this could explain it.

I'd recommend downgrading the AMD drivers to something 2020'ish.
This will change a lot, and it potentially fixes the issue.
If not, cross-copy conf.ini from 4.12.2 to 4.15 and vice versa.

There must be some magic in 4.15m or at least in my 4.15m cause I moved the 4.12.2m game folder in a different directory and patched it manually to 4.15m.
I did what you suggested for my 4.12.2m

1) Downgraded to a Dec 8, 2020 driver package 20.12.1 earlier it was June 23, 2022 (22.6.1) ------didn't solve the issue.
2) Copied conf.ini from 4.15m to 4.12.2 --------didn't solve the issue
3) disabled my FaceTrackNoIR and looked around with mouse -------diidn't solve the issue.

Surely there must be some magic in 4.15m as it advertises better handling of resources...Yes...it twice momentarily stuck for .25/.5 second but never stuck anymore..I played the Finland Brewster-239 single mission and aimlessly flew ...dived, climed , did barrel roll for 15 mins and it never freezed and crashed.....

Also in my BAT mod I flew Single mission for India on Hawker Hunter ...and flew for 15 mins ( in my earlier June 23, 2022 driver) and it didn't do a CTD didn't freeze to...maybe the Hawker Hunter Canopy is too dirty which spared my AMD R7 250 from rendering the ground sharply also there were morning mists...
 

I am sure you have a good configuration desktop at your disposal so better handling of resources by the game does not matter , maybe not so in a very minimum resource machine like mine.

Lots of "maybe" but can't help it.... ;D ;D ;D

 
P.S.--Also..I have a Nvidia GTX 550 Ti at my disposal , I can test with that if you like....However I don't think Nvidia will do any justice as I had a GTX 750 Ti earlier and it crashed while playing Single mission DOF - American Expeditionary force...however i am willing to try...

Corrigendum:

Checked DOF Single Mission, US American Expeditionary Force with AMD R7 250 ...no issue ..freezed for .25 sec or .5 sec 2 or thrice however never did a CTD...so the issue seems to be only in 4.12.2m

The usual broad claim that creates all kind of expectations and placebo feelings.
We've had people reporting each and everything from faster load times and less crashes to tastier chicken and better sex.
Truth is: They've changed the Java VM from ancient version 1.3 to ancient version 1.8.
While this would have made life easier for modders, especially in terms of big modpacks like BAT (and here comes the catch: TD locked this feature away from modding), it doesn't do a single bit of what has reportedly been seen.
I'm telling you this as someone who has spent years of his life inside Java VMs.
