Some ships are disabled in dogfight mode

I found this strange phenomenon
For example IJN Atago CA,IJN Mogami CA,USS DD-409,USS BB-55 North Carolina
In dogfight mode there is no response.
The ship is always in hibernation mode, it doesn't move and doesn't fire.
The same maps in standalone mode and COOP mode, they are normal.
