The stock Explosions.class has ALL bullet/cannon hits against aircraft generate a hit flash. In my treatment, for non cannon projectiles I've reduced this to a low to moderate probability. (All cannon hits do generate a flash.) In all instances I do use a random variance in size of flash and smoke puff.

It would be nice if the weapon classes for bullets contained a property that signifies if the projectile is incendiary/API. Then I could easily add code to treat them differently, generating a much higher rate of hit flashes.

I'll note that for hits against the ground the stock code does employ a probability of flash creation for bullets and smaller/intermediate calibre cannon shells.
