16 cores, yet core by core slower than a decade old dual core? There's your bottle neck for Il-2. Only one single core counts.
You could have 160 cores and not make a difference.

CPU benchmark states: "the AMD Ryzen 9 7950X3D also has great single threaded performance that will serve well in games" I don't think that this is the issue here

To ensure that the game was utilizing my GPU and not integrated graphics, I disabled the integrated graphics drivers in my device manager. No change.

You don't need to disable integrated graphics in windows device manager, there are much better ways in Windows 10/11 to make sure you use your best 3D card.
Go Windows Settings -> System -> scroll down to Graphics Settings -> now browse to find il2fb.exe and choose your high performance 3D card.
(There are also ways to do it in your 3D card makers advanced panel setup for il2fb.exe, but I suspect it does the same as above as it has to be integrated at Windows level .)

P.S. You do need old DX9.0c installed on Win10/11 for old games.

Do tell us when/if you get it working!!!

About your issue Vampire is pointing you about the game engine construction....the game work on a single phisical core....and your processor have no state of the art performance:

In single core it fare a little better than an older I5 12600 core....

You have to lower your settings because your core can't manage all....

It seems as if there is a misunderstanding, about who says what.
It was paraceltic who asked for help and struggled with his powerful PC.

A good idea of WS to compare the CPU performance.

I mentioned what FPS I had on my outdated system in TheBlackDeath.ntrk.

My CPU (i7-7700@3.60) vs paraceltic's CPU.

Just to say again: my FPS figures (avg 77, max 125, min 10) were observed in Ultrapack. BAT is usually somewhat "heavier" on my system, the average FPS probably would be 10-15% lower and minimum in a single digits.

I agree that CPU shouldn't be the issue here I get that kind of FPS with my Pentium4 3Ghz on XP and a little bit better with my i7 quad core 2 Ghz from 2011 on win10

Hi, I used to have similar problems on my PC and Nootebook, the main cause of low FPS problems is usually conf.ini or even the difficulty of the missions. file .pile of units or planes in one mission lowers my FPS even on the new PC Geforce RTX 8GB .BAT consumes up to 50% of my performance when flying through a city where there are a lot of buildings and trees, now I have efects=0 or even shadows=0 !   and everything is better ... anyway, I think it's all about setting up the game well.. it is true that it is probably not good to put a bunch of different planes and helicopters in a mission and have fewer variants of Planes in a larger number . Once I even had to restart my computer and everything was ok
