Does the image have an alpha channel you need to retain? If so you might require software such as Photoshop or Gimp (Gimp is free, and Adobe does--or 'til recently did--offer a free version of PS, which I use.)

Otherwise a handy program is Irfanview.

Out of curiosity, what is this image you need to resize? An aircraft skin? A map texture?

aircraft skin, i used photoshop and it would only dispense 2048x2048

In Photoshop, click on the menu bar item, Image, then in the drop-down list click Image Size...

This will let you specify exactly the pixel array dimensions you desire.
