Vidcardcard is plugged in you say, connect your monitor.
connect mouse and keyboard
fire up the PC and  hit whatever key is necessary to go into the Bios (f8? F11? esc? delete?)

everything works? no beeps?
The PC will complain about having no HDD - ignore...

you access the Bios, and see no error messages?

the RAM size in the Bios ais the same as the Sticks you put in? The CPU is recognized properly?
take a good look, and check wether you see something sucpicious - don't change a thing tho at the moment, leave as is...

report your findings?

Everything is hOoked in and it turns on fine, all lights and fans working. Usb ports do not work, as ive said, but all my usb devices work on other computer. Also, i cant access the bios cuz like ive said, my monitor does not detect a signal from my gpu, but it works fine on other computer.

the USB port diagnosis meaning "Mobo DOA" is inconclusive with no Video and no idea whats on the screen,
what error messages the Mobo could potentially werite (white text on black background)

--> who says the USB Ports are active at this time? Any specialists?

next step: Pug in an other Video card and the same Monitor again.
Need to know what the Card is telling us.

almost any modern Videocard is better than a 9500!

use a used or borrowed one if possible, less risk even.
