Crapshack: Maybe you have the wrong setting ingame. You need to be on perfect setting and OpenGL of course and also water=4 is for NVidia, for Ati it is water=2--

If you don't know what card you have, try Water=4, and if it doesn't work, try Water=2.

Sorry, forgot to mention, "Perfect Setting" is for the "Landscape Detail" option in Video Options.

Main Menu -> Hardware Setup -> Video Options
or, while in flight
Esc/Pause -> Video Options

I'll mark the relevant settings from my config.ini setting in main install folder, keep in mind I did not set this to the max for IL-2, still deactivated some options like dynamical lights or max LandGeom=3, since those caused some minor issues with my driver.

This one makes me wonder and I wouldn't recommend it for any GPU but the extremely low performing ones:
ForceShaders1x=1

Better set this to "ForceShaders1x=0" so you will have shader model 2 enabled.
