The prototype was faster than the production model. Also the Homare 21 never reached 2000 hp. It could not run at full speed, and was run at 1800 hp only. There was no performance difference between Homare 12 and Homare 21, because of this. You can see the same in Ki-84 production.

I think your research needs more sources. The ones you have don't match ..... well EVERY other source out there. There are many of them. None say what you are claiming.

What is the basis for affirmation?

You think more trust N1K2J is IL-2(2400hp)version?

How to make one of the most reasonable FM is that you make the 594km/h version with nominal max of NK9H-B as a first step.
Then change the force power to Nk9H.
The max speed is up to il-2's calculation.
But under unclear information of condition at measurement and source, don't you think this is make a sense?

Please see the chart below.
N1K2J's max speed is approx 594km/h when no WEP.
It is match the measurement conditions of the Japanese Navy .

he is saying that they are called 'auto' flaps for a reason - they are an automatic feature, and cannot be switched on and off.
at least, that's the way i understand it :D
