I follow this threat since the first post was made and I´ve learned a lot about tweaking the graphics with ATI cards & drivers.Thanks to all btw.
I saved my hard earned money over the last months and...
...now,I leave the Dark Age of poor Pc power behind...
and join the graphics party in full HD with my new build up PC.
My "Dark Times": The new one:

To make it short,the difference is unbeliveable,amazing and a huge kick in the butt! Now I can play Il-2 in 1920x1080 Resolution with 8x AA and 16x Antisotropic Filtering and all other settings on "high quality". with constant ~50 FPS and NOT a single lag/stutter etc.

No more atioglxx.dll is needed.all runs smooth as silk,no artifacts/stutters or anomalies.
