I always wondered about that too,
and also why the rest of of the torpedo is sticking out like that.
but I come to the conclusion that this is a sort of "fallick symbol".
It´s a Manly-Man´s airplane.  
It is a macho thing!
The ladies love it !

Just don´t show it to your girlfriend.

I think for better torpedo penetrating into water, maybe it must run some meters deeper for "activate"
