Hey agracier, I am having the same problem, the "Chimney smoke and birds" MOD causes a conflict between the two mods. Instead of having the Chimney smoke and runway lights seperate in my Stationary Objects i have two sets of "Chimeny Smoke" objects. HOWEVER the "Flare" object DID work. But all in an i played around with the Chieny smoke trying to get it to work, even changed the numeric values like you said (to 20-24) but i eventually took the whole Chimeny smokes out.
I had trouble getting some of the runway lights to work as well. Some worked, some didn't. I can't remember the whole sequence, but I ended up with a sort of compromise between the two mods, disabling several entries and enabling some others.
