The version I have for atioglxx.dll is:
"OpenGL Version    6.14.10.8545" <== This information is from the CCC Information center.  Mousing over the file in a folder window provides the same info.
And Catalyst version 10.2
After dropping this dll in the game directory, I have a "real world" again.

But this all may be for naught.  I recently e-bayed, for a quite nice price, a Nvidia Geforce 7600 GT 512MB AGP 8x Video Card since the consensus is IL-2 is a Nvidia game.
I've never had a system with Nvidia, (3 desktops 2 laptops all ATI) so maybe now it's time to have at least one.

I was going to go for a ATI 3850 with a 256 bus as it's supposedly the best and fastest AGP card available, but they're hard to find and any retailers who still have them are wanting top dollar from us clingers to older systems who'd rather try upgrading instead of replacing.

I have to say with all the changes I've applied to 1946 since my one year hiatus, I feel like I have a new game.  Thanks to all for your dedication to the game and fellow gamers.

I had only one problem.
Windows Aero stopped to work after installing Catalyst 10.9. :(

for me 10.7 works best, Il2 runs fine and with later versions i get dramatic fps drops in some other games  ;)

 Use the Catalyst 10.9 HotFix driver set for IL-2. Works.

No mobile version :(

Just testing them right now and you know what ?! i'm back to OpenGL in perfect mode with my 4850x2 with crossfire enabled. Working like a charm, no fps drop, just some stutters.

Well IDK about anyone else, but I tried all three of the listed downloads there and on extraction it wouldn't extract some of the files from any of the downloads, and then I got hit with a trojan that's killed my antivirus software.

Okay, got my antivirus working again (gotta love the newest Comodo, self repairing) and redownloaded the 10.10 betas and have found nothing wrong, so I think that it came from one of the download sites, I think the fileserve one, just to give everyone a heads up!

Okay, i'm successfully updated, but just as with 10.9 I can't get it to run in perfect mode for the life of me, it always gets to 100% mission load and then hangs and i have to ctrl+alt+del to get out of the game, and the driver crashes whenever i do... I'm running a 4870x2.
