I am having same problem.I even cracked open java to see what exactly it is looking for. Unfortunately, payloads are  in more than one class file and I am not sure what is happening with the spanish weapons files.

With some installations, you may need to add a prefix before the Arms pack folders, such as 00_Arms_Italy or +Arms_Italy instead of Arms_Italy
In anycase, install the complete, last updated arms packs. Links for all the Arms packs for the SCW planes are as follow
(for the Vultee V1 you'll need the Italy, Spanish and Russian arms packs):

The problem is not in the armament but in the racks. I looked at the classes and the spanish arms mods here do not have the racks for the vultee. There must be a original one that I cant find. It is looking for a SpMono_Rack and SpTwin_Rack that is not in these mods. I changed the racks to the FAA ones for now but would like the correct ones.

I made a few for myself as a Japanese hack (of all things ... ha ha) and there is a rather basic template. Actually this is great plane for its whacky look ... there should be more skins ... and I was wondering about the payload as well ... last time I tried it, there were no bombs, nor cargo if I am not mistaken, correct? It could certainly use a payload ...

Sorted my bombload problem by using the parasol weapons pack, I also have all the other weapons packs installed, but this one seems to have fixed it!! Still a pretty little airliner mod though.  :)

Can I ask where to download the parasol weapons pack? I reinstalled with all the new weapons packs in a few posts above, but that did not seem to help with the Vultee bombload - depending of course if there is one ...

They are included in the 4.09 Parasol packs (part 3 or 5) at the bottom of the main page

My goodness, who would have thought you'd need a 4.09 version? In any case, this fixed it, now the Vultee has its proper bomb-load.
