Actually, many jets "Howl". The F-4C/D models used to howl because of the design of the exhaust nozzle of the J-79-GE-15 engine. This howl was redueced very significantly with the J79-GE-17 engine with a redisgned exhaust nozzle. At certain power settings the resonance of the air moving through the exhaust nozzels would cause the howl. The same is true with the F-15, F-16 and F-22.

It was always my experiance that the howl come form the inlet of the aircraft. (not saying the exhaust does not contribute nor produce a howl of its own).

Aircraft with short rounded inlets or lots of by bass air tend to howl more

The S-3 is a good example, ground crews called it hoover becuase the engine souned like a vacuum cleaner.

F-16s tend to howl at high speeds and low altitudes becuase unlike most Mach 2+ fighters it has no variable geometry inlet, it was aerodynamically desgined to use the shock wave from the nose to slow down the airflow to the engine. which make a distinct howling noise as they pass.
