A similar effect that can be achieved in GIMP as well.
Layer 1 is the screenshot.
Layer 2 is a downloaded image of folded/wrinkled paper. Which needs to be resized to your liking and desaturated.
Use the overlay option to let the paper shine through your screenshot.

Then you get something like this:
