Put them in the game root folder, you will see other files down towards the bottom similarly named, i.e.

up_maps01.sfs-to 05sfs
up_objects01.sfs..to..04.sfs
up_texture01, 02...etc
updbw_mapex01.sfs...to 08.sfs.

It's been so long I don't remember if most are totally new or if some will be rewritten.

@ stinkydivebomb, you really should try to use PALs TotalModder V3 Easy pack https://www.sas1946.com/main/index.php/topic,42295.0.html! This will bring down your enabeling time to minutesper pack and will get you up running a LOT faster! BUT read the manual carefully and thouroughfully!

Okay, I've got it going and I am DLing the pack by pack and enabling them with JSGME.  Funny thing, I can DL them faster than I can enable them with JSGME (seems to take forever with each mod pack of TFM)

For reference, I am up to the coldwar package (number 09) and am in the process of enabling ships (package 10).  I believe it has been enabling for more than 10 minutes now
@stinkydivebomb: Honestly mate, you are a bit late to start with TFM-412, which is your good fortune; because we are going to provide EVERYTHING in 10 small downloads and put up all the UP.SFS files for those that don't have them.  Save your time and bandwidth because almost none of your downloads will be needed when the new kid hits the block in the next week.

I have a pretty good Internet plan at 500Gb per month.  But this is the time of year when it gets squeezed and it would be a damn shame to find yourself capped because you downloaded a shedload of content you don't need.

The only reason I have left up the previous links is for people maintaining/repairing an already running install - and because I never assume everyone will agree with a new idea.  But best advice is to hold off for a short time...  :)

Monty, thank you for the reply.  I am afraid I have finished DLing all the packages haha and installed up to 10 (ships).  Shall I backtrack then and remove them via JSGME?

As an aside, twice now I have tried enabling AIR_EXTRA (11) and it crashes my computer and makes it restart.

If I should backtrack, what exactly should I do? Remove each package, mod by mod, via JSGME?

I'm installing TFM for the first time. What a huge work you had done  ;D!
I have a question: Is normal that JSGME is very slow in activating a mod? (about 40-50 min per mod)??

starfighter24...it took me almost an hour+ to activate each mod on JSGME...I would then see it say "not responding" but I just left it and it would always work, but man it was so slow...took me several days.

Ok no problem, was only to be sure that something wasn't wrong!
