from their perspective ..

Interesting to see that the body makes, "swings" the turn
but the head stays straight in horizontal level.

Maybe from his perspective there is no need to get all confused by banking the head so early in his flight test program?
also notice he does not look around at all - not hunting, sightseeing or so. just goes for a short, basic training flight trying not to crash.
or so it seems to me.

edit:
Hmm- the massive beak would have screwed up the aerodynamics, had he turned or rolled the head.
and the eyes position and FoV make that head movement almost unnecessary
