for a game with one winter map and a handful of planes 12 usd is a very reasonable price, I'd be willing to pay even 25...

but what I've seen so far from the devs discouraged me from joining their community, for example:

-leaving simhq in anger, since then zero communication
-metacritic outrage
-payed forum commenters
-that thing with the beta testers, server shutdown, bit of blackmail
-calling their community disgusting because of negative (but mostly true) comments

It was a while ago, but iirc it was a screenshot of a chat discussion posted as a proof.
Ask AbortedMan at simhq BOS forum, he was one of the beta testers who got kicked out after he mentioned in a public forum that he did not like the 'unlocks', he knows the entire story.

My list was just bits and pieces of strange things that caught my attention while browsing the IL-2 BOS forums once a week.

another thing:
when the twelve dollar starter pack first came to my attention, i put that in context with current... political... military invasi   ...events.

BoS is a Propaganda tool, It's Putin's Team's tool to push nationalist feelings in the heads of his people... preparing a invasion of  Europe... Sponsored by The russian Ministry for culture... or the ministry for education... yadda yadda yadda

and one of the Mods at the Looney house took a Big dump on my head saying "STFU NO POLITICS" up front +post removal, and doubting my arguments via PM.

I don't believe 1cg has a single agenda at this moment, or direction, except maybe agreeing to disagree; there seem to be different, not fully compatibile visions. Notice that Jason said that 500 rubel version was not his call - so at least when Russian market is concerned, other people can bypass him.

IIRC BoS was developed in partnership with some Russian institutions, including a Russian society promoting military history? I suspect the cheap, accessible version for Russian market may be ordered by them, to promote awareness of Stalingrad battle in Russia or something to that tune. If some partner in Russia wants Russians to play that game, I wouldn't be surprised if 1cg was given a compensation on top of each 12$ they officially sell a copy for. It's thanks to such a deal that we can buy Ilya Muromets for 20$, right?

So, back on OPs question, I believe answer varies depending on whom in 1cg you ask.
