I don't know what is the specific problem in your install, but to truly understand how maps work in the game, I'd recommend first creating a separate manual modact install (i.e. without TFM) and then downloading and manually installing a single map that is of interest to you.
There's no better way of 'learning' maps. You'll experience that there are a number of map files that are involved, as well as an '.ini' file that tells the game where to find the map files. You'll experience that the map refers to objects that also must be installed in the game (if objects are missing the map will load, but won't save missions). There are tools you can download to help manage missing objects.
Once you've understood the mechanics of a single map, you'll be well equipped to handle modpacks with large numbers of maps.
Manually installed maps are a very interesting aspect of the hobby, and it's a short step from there to downloading the map-editing kit to create your own special map 'versions' - for example adding a special town or airfield that's important to you, or 'fixing' a problem (adding names of towns to the in-game mini-map for example, or modifying a terrain feature that is causing the AI to crash, or a runway that is just too short for a particular mission you want to create, or creating a version from a different era). There is a lot of help here already in the SAS forums to help you master maps in IL-2, just let us know if you would like some pointers.
