Not a Piper and not an RWD.
I will give you another couple hints;
The previous variant of this plane was at one point called “the worlds most beautiful plane”
Only 12 were built of this version
It was powered by a Menasco C-4 inline
There is one in the Experimental Aircraft Association‘s museum.
