Let us close the case on all those "moving" or rather misaligned ordnance shown in the Arming Preview Screen once and for all:
I can't fix that.
It's because the modder who created the aircraft in the first place, unfortunately decided to use
hier.him stretching instead of real 3D modding.
That's what causes the issue and there's no easy fix - curing it would require the whole 3D model of the regarding plane to be reworked more or less from scratch.
I'm not gonna do it and I guess no one else would do so either, especially considering that the "issue" only exists in the arming preview screen (the ordnance displays perfectly well on the mission running) and even there, it only happens when you change loadouts while your plane's orientation is
not default (i.e. facing straight and level to the left).
This is what it is. We will have to deal with it.
As for the He-219, I've stepped into a trap here, as the files.sfs archive
does contain the required file in the correct version and with correct contents.
The reason why it doesn't get loaded as intended is simply because for some unknown reason, an ancient DBW SFS file contains the same loadout declaration file in a different (older) version, and that's overloading the files.sfs included one.
Unfortunately this seemed to happen on a few other planes as well which is why I've released a Hotfix for it:
