I think you need to assign them to a side, ie red/blue. Then you can request them to be switched on (if they are yours).

Zoran is exactly right.  I just went through this myself, wracking my brain trying to remember how to turn them on when it was staring my in the face in FMB.....assign them to a side.

Note; they don't stay on that long.  I'm not sure if there's a mod out there that extends how long they stay on but it would be a handy mod.  Perhaps some sort of config that lets you choose the duration they stay on?  e.g.  30 seconds, 60 seconds, 90 seconds etc.
