I have a perfectly working CUP install, all modules. Downloaded using the restore point method from the inception of CUP. My question is do I have to download and apply the CUP safety net for future modifications? Thank-you.

If you are up to date with the current "december" release of C.U.P. (meaning your modules have the latest parts installed as available today), then the simple answer is: Yes, install the "Safety Net" please.
It's part of the installation instructions for that release of C.U.P. and the installation instructions are not just recommendations you might follow or not, they're also not a matter of bringing each user's creativity to life, no: They're plain simply instructions to follow.

"they're also not a matter of bringing each user's creativity to life,"
May I request a restatement of this part?   I believe I am not parsing this correctly.  I am sure the misunderstanding is on my part.  Thank you.

Why ask the same question multiple times in different threads?

No problem:
The CUP installation instructions have to be followed by the latter for a successful installation.
Don't leave out a step.
Don't add anything inbetween.

In other words: Don't try to show creativity during the installation process ;)

Thanks, I had a fear it meant the CUP installation was not meant to be modded after install.  I can understand how non-CUP items (especially Java reliant craft) can have conflicts but I have a few custom map files I have for a WIP I am doing.  I could not imagine you had meant not to mod but some say I can get dangerous when it comes to semantics.

Mike, before you get mad at me for asking, please consider how old and unsmart I have proven to be here on the forum.  Problem is, I read, try to understand, then I don't.  Anyway, I have CUP working fine, all downloads installed up through these in the last several days.  But now, with the "Safety Net" all that will go away?  If you guys tell us to do something, heck, I will always try.  If not successful, then I come back and ask.  But the more I read this, the more I am confused.  Instructions tell the story and what to delete, add, etc.  But I am just afraid I am reading it wrong.  I know you get tired of us, but "we" just aren't very smart (admittedly).  Tell me again to "just do what it says" and I'll comply.  But one thing - in the instructions it says to delete Il2/SFS_MAPS/CUPSOUNDS.sfs.  I can't find it.  Does/should everyone have it?  Thank you for your patience and help, as usual.

I'm not getting mad at you, don't worry ;)

The idea of "CUP Safety Net" is to get rid of all the "Restore Points" we've had before and instead delete the whole bunch of (potentially) outdated files in one step at the end, and then put in one big pack of "all up to date" Java Classes etc. in place in one last step.

The benefit is that you can't miss a "Restore Point" anymore like you could before.
The tradeoff is that if you have manually added further mods "on top" of your CUP installation already, you will have to repeat adding them after you perform the "Safety Net" step. But that's only if you manually added own mods. If you're running a "clean CUP" game, there's no tradeoff at all, just benefits.

CUPSOUNDS.sfs doesn't necessarily exist in your game, it depends on when you started with CUP.
Only very early CUP releases contained that file.
Thanks for pointing this out, I've edited the Installation guide to clarify this step.

Mike, thanks.  You know how us old guys are.  Pretty thick.  I don't add any mods except what are recommended by you guys so I don't have a problem there.  Thanks again.

I did it and it works fine.  Thanks.  I often feel I am a nuisance here by having to ask the questions I do.  But then you guys are always gracious enough to answer them and then I only feel half stupid.  Thanks for your patience and assistance.
