Name of the skin folder is always the first part of air.ini string, in this case:
Tu-22R
Tu-22P
Tu-22K
Tu-22U

My skins usually have folder name as first part of name.

I tried changing the size to 1024. It does not work yet. I do not know what palette textures are. Here is something similar to this in conf.ini: TexFlags.UsePaletteExt = 0.
