BAT on version 3.5 has all the stock maps present.
BAT has 400 maps and nearly 7000 objects to feed them. So maybe you want to look before starting to move stuff from vp into it.
Bat has 400 ww2 era maps? I didn't see them.
Take into account summer/spring/autumn/winter/other variants. Not all maps as readily available in the Quick Mission Builder. Open the Full Mission Builder and you will have them all there.
BAT can have 5000 objects and maps and all this but if there's nothing the average user can do with any of it then it's all kind of pointless.
Your concern is legit, but it is not fair.
Mods and Modpacks are created and shared unselfishly and free of charge. One modder creates an object, another a ship. Some like working on effects and sounds, groups of modders work on aircraft and maps. Then there are the dedicated fleet of campaign/mission designers. A Modpack is 'just' a sandbox that includes whatever the Modpack creator(s) deem appropriate from the available catalogue. Having this understood, who is to blame for the lack of any content?

Why not? You have the tool box, now it is up to you. IL-2 is what it is today because of people's desire to create and share their work with others.
