Ah now that makes sense, but then the air.ini misses a lot more entries than just those for the Citroen's....

What if these are hydrofoils though...were are the entries for the ship.ini????

... well in fact, due to recent accidents because of a java code bug, all Citroën Tractions have been grounded until a fix is released ...  :-X

 Citroën can have wings themselves and over the rear wheels,
  I meant an entry in air.ini like you see here
 The hydrofoils are here too.

 So I misunderstood, I thought that this vehicle can be driven like the others.

I understand your request better.
The 3 vehicles that have an entry in the air.ini are vehicles that can be "driven".
It's the same for some ships that can be "driven"!
Unfortunately this Citroën is only an object vehicle!
So it's not drivable... so it doesn't need an entry in the air.ini !!  ;)
