As of now, the IJN is relatively well-balanced, although slightly top-heavy (lost count of CV by western). Nevertheless, there're some niches that remain to be filled: CL (not counting the anemic Kuma class or einsatz IJN Fiji), SSK, large amphib ships (ever wondered how Japan seized all those islands early in the war?).
Particularly bothersome is the lack of "practical" IJN SSK (as well as Italian RM ones). So far, we only have a single Type VII (呂500) "on loan" to IJN, not counting "novelty" I-400 class submersible CV.

Is there any future plan (or chance) to convert the IJN Kuma or the Aoba from the Wows to the Il2?

Especially speaking about the Kuma; because I belive it´s time to we give to our venerable Franken Kuma a "rest", and finally have one that is more faithful to the original ship design. Also, it will fill one of the last gaps in the il2 1946 IJN arsenal, the class of Light Cruisers.

Current project is to import the Takao Class heavy cruiser, from WoWS.
Maybe will look at the Agano Class light cruiser when Takao Class is done.

Well, we all love the IJN Kuma, because it is one of the pre-historic ship mods of il2, but it doesn't look like the real one at all  :D
Compare the il2 model with the real one: https://naval-encyclopedia.com/ww2/japan/kuma-class-cruisers.php/
