Hardware question (framerate and bottleneck issues)

Some advice please. I am on the verge of building a gaming rig based around a GTX 1060 and a i7 3800... what kind of framerate can i expect at 4k with all graphic options on ?

 I'm aware of bottleneck issues and the necessity to match the GPU and CPU . Are mine matched well bearing this in mind?

Assuming a typo you mean a intel i7 98XXX? Now a GTX 1060 is unsufficient to play Great Battles at 4k with all or some options. You need a RTX 2080 or something similar. Winter maps are usually less demanding
