I am not convinced if modifying skills changes much. To my knowledge and experience with the sim, the only thing that changes with it, is the AI pilot's aim. Maneuvers and tactics are the same...

I experience the same.
Probably the most frustrating thing for me is how the AI has eyes at the back of it's head; it always knows where your crosshairs are and seems to bounce off your gunsight whenever you get a firing solution. Which means it doesn't matter how good you get at flying....coz the AI will still bounce off your gunsight! If that one thing could somehow be changed, I believe it would solve many of the gripes we've just talked about; you'd have more ammo to continue the fight, you'd have less enemy gang up on you and more time to watch your six, rather than focussing on trying to get that elusive f#*ker in your sights!

See Mike's post #4, he thinks only ace skill will do head-on attacks. Quite a big difference.

Here's my 'poorer shooting AI' mod if you want to try it. It's for 4.12 and isn't an often-modded classfile so might work without conflicts for you. I don't think I altered anything else but can't be sure, it's a long time ago.

This was already evident in 4.07, aces do it practically always when there is a possibility, veterans +-50/50 (as I wrote in reply#11 this is why I started flying only against aces and veterans). I have no idea how AI is designed to work, but I interpret it as a result of increased skill in aiming (maybe I'm wrong about what is the cause and what is the effect).

I think we are starting an academic discussion, which is going nowhere...  ;)

I've noticed also that the AI on Western front (In my opinion) seems to be less lethal than the Eastern Front. They still being so hard to fight against, but, compared to eastern front, the western allies are just newbies compared with the russian pilots and planes. Mainly the La-5-7 and the Polikarpovs like I-16 and I-185

Yes, the red air force does have some strange qualities to it in IL-2 1946. The I-185's superiority, though, should be expected, as it was an excellent fighter in real life (better than any common German contemporary).

I think this happens with almost all aircraft when facing AI, I find that the difference between "flyable" FM and AI FM is too big in most cases (not counting FMs conceived in an exaggerated way, not corresponding to real differences between aircrafts, both positive and negative). When you take a Bf109 F-2 against a AI Yak-1b, you are not able to do things that AI does when you fly a Yak against F-2 AI (and vice versa).
Reminding me of Hermann Graf's memoirs I think that the early Yaks, for example, were not as bad as they are generally considered to be. According to the description of the combat of 14 October 1941, the Yak-1 he faced was equal in performance to his Messerschmit (without taking into account the pilot's ability). We are talking about in combat performance, not level speed, obviously...

The I-185's superiority, though, should be expected, as it was an excellent fighter in real life (better than any common German contemporary).
This aircraft, together with the P-51, were the only ones at that time that had real performance superior to what was expected (we could say that for the Luftwaffe the death of V.A. Stepanchenok was a stroke of luck).

Check the post I linked again. It had little to do with AI flight model differences—whether the La7 was being flown by me or by the AI, it still outclimbed the '190D9.

Here i am almost 1 month later to say...SOMEONE PLEASE FIND A WAY TO DOWNGRADE THE AI, THAT'S SO HUMILIATING  :(
