I was using BAT, no graphic exender for this video, just a reshade and then I applied a color correction in the post processing, selected water color and made it more light blue and some other minor color tweaks.
Added radial blur, motion blur and blur effects on side of the screen to make it more cinematic.
While in game, you can get close by using reshade, there is a tool called "Lightroom" (you need to make sure you download everything when installing reshade)
In lightroom you can tweak each color, it's darkness, it's saturation, it's hue, etc...
It's a great tool if you want to do some modifications to specific colors only. I usually add the "curves" effect and that's it.
