Since we have only 24 possible textures in Il2 load.ini file, I do not think that all your cities are done by individual copies of google or another map.
Edited Google earth images were only used in the creation of the 'individual harbour model textures'. I also used them as guides for the creation of the 3d harbour mesh.
I use a Bob2wov city terrain texture which I edited to achieve the pavement effect. This texture uses the city1 slot in the load.ini , and is used for most towns and villages. See page 1, reply number 8.
I have also modified the Canon map city texture to achieve the same road pavement effect which I will use in Brighton and London where more variety is required due to the large area. This texture is allocated to city2 slot.

City 0 slot, I will use for a texture that I will create, probably from Google earth for French towns when I get to them.
In city slot 3, I have used the sk factory texture as a base for a new industrial area texture.
City0 = land/summer/sk_DownCity.tga,2
City1 = RR352nd_Cross_Channel/352ndRRCITY.tga
City2 = RR352nd_Cross_Channel/RRroad_ rework_ joe_city.tga
