Toe Brake Hotas not responding in game

Hi,

Before I go crazy trouble shooting is it common for the toe brakes on the Saitek rudder pedals to not respond while  in the game.  You can assign in the Control section but will not work once back in the game.  They work fine in IL2 4.14.1.

If they are being recognized in the Hotas Control section, I see no reason for them not to work ingame other than flying an aircraft w/o brakes.
